Both US President Donald Trump and Vice-President JD Vance, who is on an official visit to India, condemned the attack, while Russian President Vladimir Putin wrote to President Droupadi Murmu and PM Narendra Modi, expressing condolences for the loss of lives and committing to increasing cooperation with India in fighting terrorism.
“Deeply disturbing news out of Kashmir. The United States stands strong with India against Terrorism. We pray for the souls of those lost, and for the recovery of the injured. Prime Minister Modi, and the incredible people of India, have our full support and deepest sympathies. Our hearts are with you all!,” said Trump in a post on Truth Social on Tuesday evening.
Meanwhile, the White House said that the President has been briefed by the National Security Advisor on the situation. President Trump will be speaking with Prime Minister Modi as soon as he possibly can to express his heartfelt condolences for those lost, and our prayers are with those injured, and our nation’s support for our ally India, said White House Press Secretary Karoline Leavitt.
The attack comes just days after US extradited Tahawwur Rana, accused of plotting 26/11 Mumbai attacks, to India. It was during Prime Minister Modi’s visit to the US in February that Trump had confirmed the extradition of Rana to India.
In a message addressed to the Indian President and PM, the Russian President – who is slated to visit India later this year — conveyed “condolences over the tragic consequences of the terrorist attack in Pahalgam whose victims were civilians — citizens of various countries”.
“This brutal crime has no justification whatsoever. We expect that its organisers and perpetrators will face a deserved punishment,” Putin said, adding, “I would like to reiterate our commitment to further increasing cooperation with Indian partners in fighting terrorism in all its forms and manifestations.”

Italian PM Georgia Meloni also shared a message of support on social media, after the “terrorist attack in India, which caused numerous victims”. “Italy expresses its closeness to the families affected, the injured, the Government and all the Indian people,” she said.
Meanwhile, the US Vice-President, who is on a visit to India along with his family, and had met PM Modi a day earlier, also conveyed his shock over the “horrific attack”.

“Usha and I extend our condolences to the victims of the devastating terrorist attack in Pahalgam, India. Over the past few days, we have been overcome with the beauty of this country and its people. Our thoughts and prayers are with them as they mourn this horrific attack,” he said in a post on X.
Israeli Foreign Minister Gideon Sa’ar also conveyed their country’s support in India’s fight against terror. “Deeply saddened by the heinous terror attack on tourists in Pahalgam, Jammu & Kashmir. Our thoughts are with the victims and their families. Israel stands united with India in the fight against terror,” he said.

Ambassadors of several countries currently serving in New Delhi also posted messages conveying their countries support and condemnation for the attack. Iran’s Embassy in New Delhi, which marked its Army Day on Tuesday, “strongly condemned the terrorist attack in the city of Pahalgam, Jammu and Kashmir, which resulted in the death and injury of a large number of innocent people”.
Thierry Mathou, Ambassador of France, which has emerged as a close strategic and defence partner for India, also expressed “strong condemnation of the dastardly attack in Jammu & Kashmir”. He added, “France stands in solidarity with India in the fight against terrorism.”

European Union Ambassador Herve Delphin also expressed that they were “deeply shocked & saddened by the despicable Pahalgam terrorist attack against innocent tourists… The EU stands against all forms of terrorism.” Japanese Ambassador Ono Keiichi also conveyed Japan’s strong condemnation for “any and all acts of terrorism”, stressing that they “stand firmly with India”. Japan is also India’s Quad partner, along with US and Australia, and the prime minister is slated to visit India later this year for the summit.
Ukraine, which has been engaged in a fierce conflict with Russia since 2022, also expressed a deep concern over the attack on tourists at Pahalgam, and stressed that “the perpetrators should be held accountable”.

“We endure the loss of life from terrorism daily and firmly condemn terrorism in all its forms. When innocent people are murdered, it brings unbearable pain,” said the Ukrainian Embassy in New Delhi in the wake of the attack.

Abdulnasser Alshaali, Ambassador of UAE, expressed “sincere condolences” to the victims of the terrorist attack in Pahalgam, Jammu and Kashmir. “My thoughts are with the people of India. I pray for the swift and full recovery of the injured,” he said. Earlier, the country’s Ministry of Foreign Affairs had also issued a statement condemning the attack.
